How can I adopt a child from Romania? International adoption procedure (limited to nationals living abroad)

Romania ratified the Hague Convention on Child Protection and Cooperation in Respect of Intercountry Adoption by Law No. 84/1994. The Romanian central authority in matters relating to intercountry adoption is the National Authority for the Protection of the Rights of the Child and Adoption(NAPCRA).

NAPRCA receives the intercountry adoption applications and it is the authority with the power to express consent to continuation of the adoption procedure and to issue the Certificate of eligibility, according to Art. 17 (c) and Art. 23, respectively, of the Hague Convention.
